The last of obscure brands on the list, Herald has been importing Chinese scooters for years and have decided to improve their cooperation by improving a scrambler built by their Chinese partners. Some of the changes they made include replacing the spark plugs with NGK ones, putting in new brake pads, and new chains and sprockets. The result is Rambler 250, which you can get for less than $5,000.
